Very large and highly aggressive mosquitos after all the recent storms we've had here. Looks to be some kind of gallinipper? Roughly 4 times the size of a regular mosquito.

The markings on the legs don't match gallinipper, but it's something in that genus. They're usually pretty aggressive biters.

 
Psorophora howardii
Psorophora ciliata would have more erect tarsal scales and a golden median line on the scutum, so this would be howardii as you said.
