I'm more confident in the subfamily ID now than I was in October.

Chironomidae female
Likely subfamily Chironominae -- legs held over head, long first tarsal segment, and I think I see the right vein branching from the key to subfamilies(1). The key describes some genital characteristics, which I can't judge, to eliminate less common families before describing the common ones.
