If this is Scathophagidae
If this is Scathophagidae, it's probably Delininae: Neochirosia or Plethochaeta

 
Scathophagidae
On looking at it again, I see the strong more or less posterior bristles on the fore tibia. In Anthomyiidae they might be found in Alliopsis, a dark-colored predatory genus. Most genera of Anthomyiidae have those not much longer than the diameter of the tibia, or shorter.
