Size: 1 cm
I believe this might be a sawfly, but I'm just guessing. It was very docile, and allowed me to place on my finger. Seen in broad daylight on a trail near a ball diamond.

Diprion similis (Introduced Pine Sawfly). Maybe?

 
European spruce sawfly - Gilpinia hercyniae
A Canadian Forest Service scientist (Chris Lucarotti) who researches sawfly viruses just viewed these images, and thinks they are probably Gilpinia hercyniae, based on the pattern on the back and the wing venation. I notice at least one other image of this species in this section, which means that a new species page needs to be created.
