The black border is found on the Shadow Darner (but not exclusively -- my guide says at least Black-tipped can have black borders). The shape of the colored stripes doesn't look right to me.

The triangular extension of the front stripe and big appendages ID it. The stripes seem to be pretty variable in Shadows.
