Ovipositing on some sort of paper daisy - female

Ovipositing on some sort of paper daisy - Female
Santa Fe Dam Recreation Area, Los Angeles County, California, USA
June 9, 2024
Seen at 1:15 PM, seemingly so concentrated on its task that it did not even react to my approach or my touching of its plant. What appeared to be one of those black and white campoplegine cocoons was somewhat lower on the same stem (not where the wasp was ovipositing).
