Size: about 11-12 mm
This black and white wasp with pointed abdomen was sipping a sweet exudate from a Honeydew Gall (probably Disholcaspis eldoradensis but possibly D. mellifica?) on Scrub Oak, Quercus berberdifolia, on the trail to Garnet Peak in Cleveland National Forest. Elevation about 5700'. This wasp stayed around a long time, probably about 15 minutes. Possibly a tiphiid, based on abdomen and what I can see of the wing venation?

Yes.
Tiphiinae subfamily, but there are at least two look-alike genera out west.
