just an added note..
the eight spotted forester caterpillar seen here was not eating this oak leaf...it was just in the same bug catcher....and I've only seen it eat the wild grape vine.

I like Blackjack, number of images...
Water Oak leaves are usually small and spoon-shaped, sometimes lobed. This looks like Blackjack.

It looks like the ants were feeding on a gall, or perhaps, secretions from the gall?

Incidentally, you are about to surpass me in terms of number of images submitted to BugGuide. I think I was second only to Troy, and now I'll have to yield to you. (No easy way to tell from statistics that I know of, but we both have over 133 pages of thumbnails. I don't think anybody else is close, except Troy, who has 150+ or something.)
