Yes, red banded
butterfliesandmoths.org lists only this and the gray hairstreak for your parish.

That this is a Red-banded HS, but I would not base any I.D. on what species have been previously recorded from a given parish. Any parish in Louisiana is sure to have more than the two species of Hairstreaks recorded from Lafayette parish thus far. Any park in NYC is like to have between 5-7 species of hairstreaks in it.
