If you have a clearer photo of the head, I think you'll see the ocelli. Macrovelia has ocelli, but Oravelia does now. Also, the antennal segments are shorter than the width across the head. Those characters are from Polhemus and Chapman key to Macroveliidae in Menke et al. (1979)(1).

Thanks for the link! I have trouble seeing the ocelli on the specimen, as well as in the scan of the reference. Other characters do not fit neatly into either, but I have not keyed out a lot of hemiptera.
I will shortly add more photos.

 
Ocelli
I did some further reading. The ocelli are present in macropterous (winged) specimens, but not in brachypterous (reduced wing) specimens. I'll have to dig out some nymphs to see what's going on there. In any case, the pronotum extends posteriorly in Macrovelia to cover the scutellum, but the pronotum in Oravelia is truncate(1).

I should also point out that Oravelia is still only known from Fresno County, California. Unless there are other localities that I haven't heard of, it's just known from the type locality. It would be nice if it turned up elsewhere. Macrovelia, on the other hand, is wide spread throughout the west. I've even caught them in my yard.
