neat and creepy
I have a pic of a Hydryphantes in a book that looks similar. It looks like we only have one image at bugguide.

 
Doubt that's the species...
But it's a relative, that's for sure.
This guy either belong to the superfamily Hydrachnoidea, or the Superfamily Hydryphantoidea (probably the 2nd one).
