This pic was taken November 9, 2008 in the evening in a garage. This spider was big (around 2") and moved very fast.

I have one on my outdoor light fixture, San Fernando Valley.
I am trying to identify it. The size is correct, it's awake at night and it also made a very irregular web, which I was told, means it is poisonous. It looks almost stripes from a 4' distance.

This statement is largely incorrect. Although almost all spiders have a venom that is poisonous to their arthropod prey, I believe that the only spider that is seriously dangerous to humans in California is the black widow. Although it's true that black widows are cobweb spiders that make irregular webs, the vast majority of spiders that make irregular webs are not dangerous to people...

I would agree.
I would agree this is a lycosid. Do wait to hear from others, though.

 
For what it's worth -
I also think it's a lycosid. It would help if you could crop this image so that the spider fills up most of the frame...
