Size: TL ~8 mm
Possibly Dichomeris nonstrigella? This is the only image I could capture before it flew off. Found in a meadow with tall weeds.

The brown distinctly shaped collar near the head is a great clue. The pictures in Bug Guide are a little different. But google search points to a few guides that have it categorized this way. Good luck.
