This creature was photographed at the Omaha Botanical Gardens. It is nectaring on Yarrow. Is this a wasp or a bee?

there's enough in the photo to get this one to species

Probably a halictid bee; see this page. There are several similar to yours. I hope that Eric confirms this and add a little more info, perhaps.
Please, don't link two separate specimens as "same specimen", instead use the tag [thumb:#] if you want to refer to them.
