Fungus gnat
This is not Anisopodidae or Bibionidae and it matches the description of Bolitophila and Mycetophilinae in MND (number of spiracles and creeping welts). According to a photo on diptera.info "Bolitophilidae larvae may be easily distinquished from Mycetophilidae by well developed 3 segmented antennae and transverse broad head."

I just checked my files and this is the only picture I took of the larva. So I don't have a shot showing the broad head or the antennae.

Moved from Flies. Prominent head capsule outside of the thorax indicates Nematocera. Maybe a fungus gnat.
