in same roadside area as male; several of each sex were flying around and perching on weeds but I didn't notice any in tandem or wheel formation

Northern Bluet or Boreal Bluet
I first thought this might be Skimming Bluet, with the paired spots on segment 8. But since you posted a male Northern/Boreal bluet, I looked at Lam's pictures of females of those species, and they have the paired spots on segment 8 too.

The key charcteristic then seems to be, does the black shoulder stripe taper, and the answer is yes it does. So you're right about seeing males and females of the same species hanging around together.

Deciding whether they are Northern, or Boreal, will be a challenge!
