Vespidae: Eumeninae
This is a potter wasp in the subfamily Eumeninae. If I had to guess on a genus, I'd say Smeringodynerus, but I would definitely wait for further confirmation.

 
Eumeninae
Smeringodynerus has black hairs on the head. I think it could also be an Ancistrocerus (lineativentris or tuberculocephalus), but there are several southwestern genera I have never seen so I better be cautious.
