Different moth. This one is perched on willow also, but more than 20 feet away from egg layer. Area is wildlife managed and control burns/brush cutting occur regularly. Largest willows were around 10-12 feet tall, and runner shoots coming up from past removals. Willows used by these moths tended to be 3-5 feet tall.
