I had this ID'd by a sawfly specialist in the Netherlands... because we all know how good my ID skills are... he said the best he could tell it was Monoctenus... feel free to comment or move it if applicable.

This looks like one of the pine-feeding Neodiprion. Monoctenus is rather rare in NC. However, I'll leave it at family because I can't see the characters that distinguish the two genera.
