Solitary wasp
The mud building wasps take spiders and that appears to be a reddish weaver of some kind in her clutches. Could be the Yellow-and-black Mud Duaber but who knows in California.

Yes, that is indeed a red colored orb weaver she has. They're quiet common in this area and I have several photos of them to submit at some future time.
