Possibly Slaty
I'm not convinced this bug can be identified with 100% certainty. It looks like there is some dark area directly under the wings, and the femora seem kind of dark for Great Blue to me. I think there's a chance this could be a Slaty Skimmer.

I don't think so
According to giffbeaton.com the Yellow-sided Skimmer has yellow on the leading edge of the forewing from the body to the tip and I'm not seeing that here. It's a king skimmer but I'm not sure which one.

You're right and with that comment I figured it out. It's Great Blue Skimmer, female.

Nice picture Lynette, and a good ID. The black streak where the wing meets the body is diagnostic. The reddidh-brown eyes indicate an immature female
