Size: ~ 8mm incl. ovipositor
Wing venation in this female fly looks to me like in genus Anastrepha Schiner.
ID confirmed by Dr. Rosser Garrison (CDFA), who commented that this looks like a sterile one, based on the "red dye in the ptilinum and crystals on the wings".
