Neocicada hieroglyphica
Though I'm not quite sure of the sex as I've never seen one in person. If it was squawking when handled, its a male. If not then female.

 
No squacking
but there was a lot of attempted flying (mostly ended up on its back). It even did a few headstands. This one is noticeable smaller than the other hieroglyphica just ID'd. Can the size be that different?

 
Yes they can
One of the things I do here in Massachusetts is study the morphological (is that a word? :P)differences in Tibicen lyricen and Tibicen canicularis the two most common cicadas here. I have noticed very much a size difference within a species. I am convinced this is Neocicada hieroglyphica because the patterns on the wing veins is virtually indentical to the previous image you submitted.

While this is purely speculation on my part, I think that the size differences may be dependant upon the host plant and whether it is thriving or not. Also competition for food while a cicada is in its juvenile stage (1st through 5th instar nymph). Also fertilizers may have something to do with it.
