Labopidea allii
All three photos moved from Orthotylinae to new species page, as per WonGun's ID and info from PBI site.

Thanks, Robin!
Anyway, the number of North American species in Labopidea is actually 13 according to PBI. The number 6 indicates that of species that was classified as Labopidicola among Labopidea.

not sure about number
According to PBI, algens, artemisiae, and bermani are reported only from Russia, and discolor is possibly holarctic.

Yep!
Among 16 species in the list, three species you mentioned are palearctic, discolor and lenensis are holarctic, and remaining 11 species are nearctic.

Labopidea allii
I suggest, based on the key and the description of Henry.

Although Henry refers its genus as Labopidicola and nearctica as Lindbergocapsus, PBI considers them as synonyms of Labopidea.
