It actually looks like it's in bloom.

 
if you mean the plant is in bloom...
yes, it was -- beautiful purple flowers. But the one plant I photographed for my records had all the blooms eaten -- I guess the caterpillars like them! There were other indigo bushes nearby with fewer caterpillars on them that had blooms.

 
But don't touch that bloom!
Those spines are serious.
