Torymid Wasp (Torymidae) - female
Example of a taxon with a very short ovipositor - so far Torymids are concerned.

I was guessing Torymid after browsing through all the chalcid images last night. Moving to the Guide, but this can be frassed if anyone is offended by the poor quality.
