Size: approx 3/16 inch
Looking in the guide, the closest I could find is lauxaniidae - Minettia caesia. I'm hoping I'm at least close.

Probably Minettia fasciata. If it has a black spot on each side of the bottom of the scutellum outside the apical pair of bristles, just out of view from this angle, that's what it is. Maybe it is caesia.

Because it's a Lauxanid allright.
Whether it's the species you mentioned I don't know, that's usually impossible to determine from a picture!
