Neocapsus cuneatus, seconded!
I understand N. cuneatus can have white patterns at the base (= upper part) of the wing according to the description of Tropidosteptes imperialis in Van Duzee, which was synonymized to Neocapsus cuneatus.

"Clavus and corium polished blue-black, the latter with a whitish line on the base of the ulnar nervure and a vague whitish patch on the base of the discal areole."

Is my understanding right?

Not an ID
but I wonder about Neocapsus cuneatus. Please wait for other opinions

Wow!
That would be my second one posted today...
