Moved from Black Flies.

Partly by elimination -- range and season eliminate most. Black flies are most diverse in the North and in late spring and summer.

The two species this could be are Cnephia ornithophilia and C. pecuarum (the infamous "buffalo gnat"). The distinction -- how shiny is part of the abdomen -- is hidden by the wings; the former is a bit more likely based on range but what I can see through the wings suggests the latter.

Black Fly. I have a key and might be able to be more specific.

The feature I'm trying to make out is whether there is a small "M" cell at the base of the wing or none at all. None would mean Simulium but I think there is a small one.
