Even though the markings are light, I think this is in the Chironomus decorus group

Not C. decorus
Chironomus decorus has most or all wing veins brown, a brown spot at R-M, and brown along Cu2 and A2. The latter two features are variable; there may be more or less brown in the wing membrane. The first is consistent.

This looks like anterior veins clear or slightly darkened, R-M dark, and posterior veins clear.

Size would be helpful, if accurate, and a closeup of the tail with as much or more detail as the head shot.
