Tibicen pruinosus!
This is a FEMALE Tibicen pruinosus (female because of the sharp tail end).
Females of T. linnei rarely have development of the paired pruinose spots (NOTE the 2 big white spots) at the base of the abdomen and certainly not to the degree seen in this cicada. IN contrast, males of T. linne do have the paired spots - but again not so well developed and oval in shape. This cicada also looks to have nice long straight wings...T. linnei has strongly bowed costae.
T. linnei is also usually much more brightly colored with reds, blacks and deeper greens.

Tibicen pruinosus
I have noticed the many specimens from populations in the Plains are a very nice and nearly uniform green. Those south and east of you can be darker olive/pea green and often have fulvous patches on the mesonotum (redder patches).
I encourage you to check other images of this species. Keep in mind that there is a fair amount of misidentification, so it's wise to review a lot of pic's - and best to go with the majority/consensus.
