This is a fruit fly, and it has fungi growing on it. There is another pic of the same fly species also from Florida with the same fungus (Laboulbeniales) on it. They are common on ground beetles and aquatic beetles, but also of flies like Ephydridae...

Laboulbeniales
Indeed, these parasites are Laboulbeniales (Fungi, Ascomycota). The genus is Stigmatomyces. We would need the specimen itself to make sure what the species is. Walter Rossi also studies Laboulbeniales, primarily focussing on dipteran hosts and Stigmatomyces. If interested, just send me an email (dhaelewaters[at]fas.harvard.edu).
