Lasioglossum (Dialictus) female
I think this is Lasioglossum (Dialictus) nigroviride (Graenicher, 1911) based on the all black metasoma, sparsely punctate green scutum etc.

Yes - Halictidae
As indicated by the curve of the so-called "basal" vein of forewing. Maybe one of the bronzy, almost hairless small Lasioglossum. Dr Ascher will know more for sure.
