A Leafhopper rather than Planthopper...
The small spines on the hind tibia indicate Leafhopper.
The red color on this one is a little different from others on BugGuide. Maybe this is a fresh molt, new species on BugGuide or just a common variation. You will have to wait for the expert on that call :)
