Looks like
Lestes congener Spotted Spreadwing. The solid dark top of the thorax as well as the late date are OK for this species

The damesflies that hold their wings spread wide instead of together are family Lestidae. I expect a more precise ID than family is possible but I don't know anything about the Western damselflies.
