Swarm of larvae in a puddle

It was in the depression, filled with water, left by the 4 wheel drive vehicle that the county uses. The individual 'bugs' were clustered in a circular area about the size of a quarter and individuals were darting out of the group and back into very rapidly.

Springtails
These look like what we call "snowfleas." We typically see them in small puddles in our gravel driveway as the packed snow melts.

Looks a bit like

but I'd have to leave any ID to an expert.

I agree
They do look like snow fleas, which are in the family hypogastruridae, but they could be poduridae too which tend to be aquatic. I can't really see the pic well enough to be sure.
