What a great photo of a wild looking specimen. The image reminds me of a scanning electron micrograph.

I suggest you add another image or two showing the rest of the exuviae, to maximize your chance of getting an ID, although I shouldn't underestimate the powers of Andy Hamilton. Since there is no color pattern to go on, the host plant would also be very helpful information.

Yes it is a leaf hopper
(can't help much further then that).
And might I add that is one of the most unusual photos I've seen (without knowing what it was).

 
I had no idea leafhoppers have
so many bristles. Is that only in the instar stages?

 
Not sure...
I'm sure the adults have bristles too, but I suspect not as many. I wouldn't know for sure.

But that aside this is a beautiful photo worth adding to the guide. :)
