Probably a recently emerged individual.
Found crawling on the ice in the thawing Oyster River (Durham, NH).

I
would have to expect Capniidae: Allocapnia sp, but it is so pale it would have to have emerged very recently. You might toss any aquatics adults/immatures you photograph into a vial with ethanol as I am always interested in records with voucher specimens. Just got a bunch of A. pygmaea adults today on the Cocheco River.

 
I
should try to make a habit of carrying specimen bottles with me from now on when I go out with my camera. :)
