The smaller insects are Eriococcidae, Ovaticoccus agavium (Douglas, 1888). I'm not sure what the non-segmented fluid-filled bags, without legs and mouthparts are.

 
Those 'bags'
must be part of the scale insects cycle of development - there were all kinds of in between stages.

 
Its typical for this species
Its typical for this species to have multiple life-stages present at one time. Still I would have expected mature, pre-ovipositional females to have legs. They must be tiny. The shape of the larger individuals may have distorted due to their tight quarters.
