I would say...
Agabus seriatus for now, a widespread shiny black lotic species. Can be characterized by the rows of punctures on the elytra and the elongate-oval habitus. This species is quite variable though in size and shape- I have my specimen pictured in the guide and it's somewhat stouter than yours.
