Size: ~3mm
The bag of Carex normalis seeds collected by restoration volunteers contained two species of bugs. This first one came in two sizes; this is the smaller animal and doesn't have apparent developing wings. The next image is of the larger animal but appears to be the same species.

This looks like a nymph of:
genus Cymus (formerly: Lygaeidae), which are common on sedges.
