Begun to think the grossa green glow may be diagnostic. Combined with this form of wing. One of the finest looking insects in North America.

Female Pepsis sp.
This is a female "tarantula hawk," quite possibly Pepis grossa in its "xanthic" phase. That species also has populations that have black ("melanic") wings.
