A female. Although the photo is blurry, you can see that the apical segment of the antenna is less than twice as long as broad, and somewhat spatulate (characteristic of this genus). These insects are indeed very small, about 2 mm long.

Thanks Dr. Hamilton...
This was intended to show the size relationship between the planthopper and the spider mite. I though it was one of the common planthoppers that I find around here. Sorry it isn't a clear picture but I will try for a better shot next time I see one of these.
