I think I can see three submarginals, a very long & pointed marginal cell;scopa point to female. Thoracic color seems interesting (at least new to me). Not sure whether this fuzzy photo can be sufficiently read, but its the only one I managed to take.
She's in a Phacelia distans.

That is a common Phacelia specialist in California

it would be helpful to post more images if possible
to confirm the det. The abdomen should be metallic blue (not bright) with white hair bands

 
I'll be in that area
next week & will try some more photos. For now, I have only one other blurry picture which doesn't show enough of the abdomen.
