Looks like a male syrphid
One of the bumblebee mimics, I'd guess. (Face shot is good to have; sometimes hair on eyes is diagnostic. WSe sure can't go off wing veins!)

The topology of the wing veins should be determinable from the closeup even if the measurements are not.

More than an hour and it was completely dry when I started to observe. I looked for a pupa case or a reasonably sized hole below or in the tree and found nothing.
