Not braconid...
A gall wasp as Eric mentioned (this head structure is very uncommon in braconids).

Probably Braconidae.
Looks like it is probably a braconid, but not sure I can rule out Cynipidae from this image alone. Lateral images can be very helpful in cases like this.
