Size: ~1 cm
This insect was on the stem of a coyote brush (Baccharis pilularis). I'm wondering if it might be a cottony cushion scale (Icerya purchasi).

Looks good to me. There's only one other species that looks remotely similar, and I think it's only in Florida (with a much longer egg sac, if I remember correctly)
