This is a gall, I believe, at the end of the stem of a coyote brush (Baccharis pilularis). I'm curious if anyone can make a guess as to what kind of insect produced the gall.

Rhopalomyia californica (midge)
I think the galls of this species are typically lumpier, not perfectly spherical, but there don't seem to be any other options for a terminal bud gall on coyote brush.
