Either Chaoborid or Culicid
According to Merritt and Cummins, the 2 genera can be differentiated by the shape of the respiratory horn (the antennal like structures on your specimen)- if it's spindle-shaped and pointed with a nearly closed tip, it's a Chaoborid; if it's trumpet-shaped with an open tip, it's a Culicid.
I'm thinking this is a mosquito pupa as well. There is also a key to genera for pupae but I'm not going to go there as much of it relies on examining structures visible only under the microscope.
