Chaoborus
This must be Chaoborus. In colloquial terms, the hairy nose in combination with the generally pale color and normal proportion legs put it there. (One genus has a short, bare nose. Another is darker. Another has a very short basitarsus.)

Possibilities include C. trivittatus and C. americanus.

Can you post a closer shot of the wing veins, showing the R-M and M-Cu crossveins, forking of M (if any), and any branches of R near the top?

Chaoboridae
The adult wing keys to Chaoboridae. It has too many veins for Chironomidae. I do not have a key to the pupa or adult of the family, only larva.

 
Pupa does look chaoborid
There is a key to aquatic fly pupae in Merritt and Cummins. The spindle-shaped respiratory horns (the antenna-like structures) with nearly closed apical openings are diagnostic for the family.

 
Not a chironomid
The wing closeup is helpful. This is not a chironomid. I think it is Chaoboridae. I'll look it up later.
